Forms of cyber power¶

Cyber power does not take one shape. It takes the shape of the substrate that produced it, which is rarely the thing the threat reports name: pull the organisation chart off a state’s cyber activity and a revenue system, a boundary kept open, a procurement market, a lid kept on, a labour market, a standing apparatus or a mesh with no centre is usually underneath. The unit of analysis is a form instead of an actor.
