National signatures¶
North Korea steals cryptocurrency because sanctions closed the banks. Russia lets its ransomware crews run because a crew it tolerates is a crew it can borrow. China buys intrusions from underpaid contractors against a published five-year plan. Iran wipes disks and posts slogans and stops just short of the response it could not absorb. Israel trains more hackers than it can employ and licenses what they build. The United States wrote a doctrine that makes being inside everyone else’s networks routine. Lithuania, too small to hoard anything, spreads its capability across an alliance and is the first to notice.
