The next boundary¶

Every earlier case found a boundary and asked what happens around it: state and crime, action and response, actor and network, national and European. In these two the boundary itself dissolves. Estonia is where the state becomes an information system, so that its resilience turns on whether it can go on existing as a working digital object. Ukraine is where cyber embeds so far into war that it stops being a separable thing to point at. Both are already under way.
