Not every roleplay puts an attacker against a defender. The Morporkian Civil Liberties Union is a standing premise for the other kind, where the pressure is on privacy, disclosure, and who gets to know what. A guild of moral concern with no money and a talent for embarrassing the powerful, it hands a group the seat it rarely takes on purpose: the one worrying about what flows out of an organisation rather than what gets into it.

The happenings under it stay on paper: an arrangement quietly agreed, a client exposed, a disclosure request nobody wants to answer, a chilling effect that never had to be ordered. Played from that seat, the question stops being whether a control was in place and becomes who was watched, on whose say-so, and what it cost the watched to say so.
