Staffing and capability¶

The binding operational-resilience constraint is not capital or cable but the size and certification throughput of the switching-qualified workforce. Skilled-technician shortages are structural, Stedin’s own plan projects a roughly 600-fitter gap by 2027, and because a switcher cannot be hired ready-made, the recurring-certification pipeline is the rate limiter on how fast the authorised population can grow or even be held level. The same finite pool that holds the BEI and VIAG appointments and the Schakelbevoegd flag staffs the out-of-hours rota, so a fitter shortage is also a thinning of the on-call, switching-qualified roster, and roughly a fifth of the dependence reaches into the contractor supply chain.

Training material is the other half of the picture, and it is revealing because it does not just name an artefact but teaches its correct form, so it works as a specification of the record: the werkplan and bedieningsplan in the Bedrijfsvoering application, the as-found and as-left relay report, the commissioning release record, the Maximo work order and audit trail, the alarm-journal entry.

It also names who is authorised to acknowledge, switch and approve, which maps directly onto the operator field in the eventual record. The two blanks that persist are the alarm-journal schema and the SCADA operator-log format, both tied to the private e-terra configuration.
